Between Conflict and Cooperation: How the German and Hungarian Governments Interacted with Protestant Churches during the 2015 Wave of Migrants

- The German federal government opened its border to over a million refugees fleeing countries including Syria, Iraq and Afghanistan since 2015. The Hungarian government, on the other hand, imposed extremely strict policies and became an active opponent of accepting asylum seekers, in turn defying the 1951 Geneva Convention and criticizing the German Chancellor. But in both countries, Protestant churches generally played a leading role in providing aid to and speaking out in support of refugees. How did Protestant churches in Germany — in particular, Bavaria — and Hungary provide aid to migrants amidst what became labeled as the 2015 Migrant Crisis? How did the government in each country impact their work? In both Germany and Hungary, Protestant Churches provided aid to migrants but also conflicted with the government over its response to the so-called Migrant Crisis. German church organizations often cooperated with the state to help migrants arriving in Germany but the issue of church asylum, an early medieval norm and institution, proved especially divisive in Bavaria. In Hungary, the government did not cooperate with Protestant Churches to help migrants. The protestant churches’ leadership opposed the government's harsh response to the wave of migrants as well as the tendency for certain churches in Hungarian society to back its politics.
